FMS Payroll & Fiscal Compliance Lead

Part-Time (initially) · Remote · Opportunity to build and lead the Fiscal Org

We are building a California Self-Determination Program (SDP) Financial Management Services (FMS) company focused initially on the Bill Payer model and gradually expanding to other models.

Our technology platform is already built. We are in the process of vendorization and preparing to serve individuals with intellectual and developmental disabilities and their families.

We are looking for a credentialed payroll/accounting professional to serve as our qualified payroll and fiscal professional and help establish a strong, compliant financial operation as we launch and grow.

This is intentionally a small, fractional role to start; approximately 10–15 hours per month. As our participant base grows, there will be an opportunity to substantially expand the role and lead the payroll/fiscal function.

Responsibilities

  • Provide qualified payroll and fiscal oversight for the organization
  • Oversee payroll withholding, filing and payment of applicable federal, state and local employment taxes and insurance
  • Review and maintain accounting, ledger and reconciliation procedures
  • Help establish and maintain appropriate financial controls and audit-ready records
  • Review FMS payment and accounts-payable procedures
  • Help establish procedures for maintaining fiscal capacity and solvency
  • Support vendorization and ongoing compliance requirements
  • Advise on payroll, accounting and fiscal compliance matters as the organization grows
  • Provide periodic oversight of our transaction-processing/back-office team

Required Qualifications

You must meet one of the following:

  • Certified Payroll Professional (CPP); or
  • Certified Public Accountant (CPA); or
  • Bachelor's degree in Accounting plus hands-on experience processing payroll, withholding, filing and paying applicable federal, state and local employment-related taxes and insurance

Additionally:

  • Minimum 1 year of experience working with the intellectual/developmental disability (ID/DD) community or in a human-services-related field
  • Demonstrated payroll, accounting or fiscal operations experience
  • Ability to provide documentation of your qualifications and employment with us for state vendorization purposes
  • U.S.-based and comfortable working remotely

Strongly Preferred

  • Previous experience with Financial Management Services (FMS)
  • Experience with self-direction programs
  • Experience with Medicaid/Medi-Cal-funded programs
  • Experience working with Regional Centers or similar government-funded human-services programs
  • Experience with accounts payable, participant budgets, vendor payments or fiscal intermediary operations

California SDP experience is preferred, but not required. We value strong FMS/IDD experience regardless of state.
